This medal honors Pierre-Théodore Verhaegen (1796–1862), a prominent Belgian liberal politician and co-founder of the Université Libre de Bruxelles. As president of the Belgian Chamber of Representatives (1848–1852), he played a central role in defending constitutional liberties and promoting secular education.
