The 1 franc necessity note issued in Valenciennes in May 1916 (series 18) belongs to the local monetary issues established during the First World War. In the occupied northern regions, the shortage of small change and the difficulties in supplying official banknotes made the circulation of alternative means of payment essential.
Valenciennes, heavily affected by the German occupation, issued these notes to maintain economic exchanges and support the population. This issue was part of the “loan guaranteed by the consortium of municipalities of the Valenciennes region and neighboring areas”, a collective system aimed at guaranteeing the value and circulation of these notes.
This consortium brought together several municipalities that pooled their financial guarantees, allowing for wider acceptance throughout the region. These notes served several essential functions:
securing low-value transactions
facilitating daily exchanges
supporting local populations
responding to economic constraints linked to the occupation
The obverse of the note features a simple and legible typographic composition including:
the mention of the consortium and Valenciennes
the face value of 1 franc
the date of issue (May 1916)
guarantee and post-war reimbursement statements
The reverse is generally sober, with simple decorative borders or additional notices.
Technically, these notes were printed on paper using relatively simple processes. Nevertheless, they included basic security features, such as serial numbers and signatures, intended to limit counterfeiting.
Series 18 corresponds to a specific variant within this issue. The differences between series mainly concern the numbering, signatures, or certain printing details, which are important elements for collectors.
These notes circulated locally and regionally, sometimes beyond, depending on agreements between the consortium's municipalities. After the war, they were theoretically reimbursable, although the procedures varied.
From a numismatic point of view, the 1 franc Valenciennes 1916 – series 18 is an interesting piece:
for its low face value, used in daily life
for its context in occupied territory
for its everyday economic role
Finally, for the collector, this note constitutes an authentic testimony of the war economy. It illustrates the adaptability of local communities in the face of a major monetary crisis, making these issues objects of great historical and human value.
