This 50 centimes note was issued in 1916 by the Chambre de Commerce de Moulins et Lapalisse, in the context of the First World War. During this period, the shortage of metallic currency, due in particular to hoarding and the growing needs of the war effort, forced many French chambers of commerce to issue their own emergency notes in order to compensate for the lack of currency in circulation.
The Chambre de Commerce de Moulins et Lapalisse, located in the Allier department, was among those local institutions that took charge of issuing supplementary fiduciary currency. These emergency notes, also known as local paper currencies, were valid within a defined geographical area and met a practical and urgent need of the local economy.
This note belongs to series 135, a detail that allows precise identification of its issue batch within the overall production of this chamber of commerce. The face value of 50 centimes corresponds to a common denomination of the time, intended to facilitate everyday transactions.
From a numismatic and notaphilic perspective, these local wartime issues constitute precious historical witnesses of France's economic organisation during times of conflict. They illustrate the adaptability of regional institutions in the face of monetary disruptions caused by the war. The Chambre de Commerce de Moulins et Lapalisse produced several different denominations and series between 1915 and the following years, of which this 1916 note is a representative example.
These emergency notes are today sought after by collectors specialising in French war currency, and their state of preservation as well as the rarity of the series play a decisive role in their value on the numismatic market.
