This year, 2023, Spain will hold the Presidency of the Council of the European Union for the fifth time in the second half of the year, between July 1 and December 31.

The Council of the European Union is the name given to the meetings of the ministers of the member states. It has, together with the European Parliament, legislative and budgetary functions, as well as coordination. Government ministers from each EU country meet to debate, adopt and amend legislative measures and to coordinate policies.

The coin is included in "proof" quality in a special numbered blister, with a maximum issue of 5,000 units.
